Seems like an eloborate scame to pump money into the British economy. I think dear old Lord Blackheath is being played like a fiddle, or he may even be in on it. The figures he is quoting and how they might intend to spend it seems like an incredible waste, typical government spending that would do little for average Joe other than provide a little job stability and an oportunity to get into some serious debt.
